Commissioners discuss county projects with TEGRA Group, Inc.







The Lincoln County commission met on January 11th to discuss county projects, 4-H Leaders and potential lease, 4-H annual report, Local Emergency Management Performance Grant, annual supply bids, requests from the Highway Department, property rezoning, transfer surplus vehicle, the 2022 employee holiday schedule, cost of living increase for Command staff, and the Legislative audit.

Dick Strassburg from the TEGRA Group, Inc. held a presentation regarding project management for the Lincoln County Jail and Courthouse expansion. Strassburg discussed the direct benefits of partnering with TEGRA but did not provide the costs of working with them at this time. Commissioners will revisit this discussion on Jan. 25th. The board action for a request for a proposal for a project manager was moved into an executive session under SDCL 1-25-2(3). The motion to authorize the Chief Civil State Attorney to advertise for RFP for Project Manager was approved.

Leaders of the 4-H program are seeking a lease to construct buildings for future projects. The commissioner discussed 4-H Leaders and the potential lease. A lease agreement will be presented at the Jan. 25th meeting.

Wendy Sweeter presented the 2021 4-H annual report. Sweeter discussed participant numbers, projects, and ground usage.

Harold Timmerman is seeking to approve and authorize the execution of the signature sheet for the first quarter of the Local Emergency Management Performance Grant. The motion was approved.

The Highway Department received approval to advertise for 2022 Annual Supply bids.

The motion for 2022 spring load limits and motor carrier service requests for Lincoln County Roads were approved. The Highway Department requested permission to purchase a trailer approved in the 2022 budget. The Board approved the purchase of the trailer as quoted by Ludens for up to $21,000.

Next, the first reading was held for an Ordinance of Lincoln County, SD, rezoning the property legally described as W1/2 NE1/4 (Ex. S 247.5’ and W 24.75’ thereof), Section 22-T100N-R49W from the A-1, Agricultural District to the RR, Rural Residential District and amending the Official Zoning Map of the area of Joint Jurisdiction. Location: Parcel ID: 100.49.22.1020. The Joint Second Reading and Public Hearing with the Sioux Falls City Council will be held on Jan. 25th at the Lincoln County Courthouse at 7:00 p.m.
